At Town Center Level 25, the Governor Charms feature becomes available. To craft and upgrade Governor Charms, you’ll need two items: Charm Designs and Charm Guides.
You can start collecting Charm Designs early by joining events like Eternity’s Reach, but you won’t be able to use them until you reach TC25.
